Too many prospects created for draft

Bug Description:
I’m starting a historical sim from 1942, and after 1-2 seasons, the number of prospects goes from ~48 to over 300, with most of the prospects either minor or semipro. I’ve set the junior leagues to inactive (OHL, QMJHL, WHL, USHL, and NCAA) and turned off the draft for all active non-NHL leagues.

I’m using a custom roster with team and league information, but all current and historical NHL players removed.

This will be fixed in HLM27 with a new setting that lets you control the maximum number of players in a draft
