Fix inaccuracy in the waiver eligibility rules

Players remain exempt from waivers in HLM way longer than they actually do in real life, this leads to unrealistic scenarios about how long you have until a player must make the NHL team. It seems like players become waiver eligible at the age of 24 in HLM or something around there, which is not how the rules operate. Most players first become waiver eligible once their ELC expires or around that same time, and while there are exceptions, using that as a baseline is an easy way to make the system significantly closer to how it operates irl. I recommend utilizing puckpedias chart, as I’ve used this chart for accurate waiver rules in sim leagues on different games since 2022.
