Cannot create Cities in Germany

Game Version: 26.8.

Bug Description:
(What happened?) Creation of Cities is Germany is not possible. The force to provide the Latitude and Longitude of the cities always creates an error. The Latitude will not be accepted in any form.

1. Steps to Reproduce:
   1. Roster
   2. City Editor
   3. create
      1. Lemgo
      2. Germany
      3. Medium Size
         1. Latitude:
            1. 52.027222
         2. Longitude
            1. 8.911667

This also happens with the city of Minden and might seem to be a general issue with accepting the Latitude.

Tried this, does not work with a dot (I reckon it should, probably)

Try with a comma (,), that one worked for me

(edit; not sure why longtude doesn’t highlight as red in the picture)

Works with a comma instead of the dot.
