Bug Description:
computer controlled teams are pretty bad in building a balanced team.
teams in the league you are managing in are ok, but teams in active leagues where you don´t manage are very bad in average.
Steps to Reproduce:
- start a save in a non-major-league league (for example Liiga) and activate other leagues (for example DEL).
- sim one season and check rosters of teams in DEL
- many teams have a number of contracted players below 20, which should be the absolute min of contracted players.
